Políticas públicas para a educação pré-escolar em Angola: da formulação à implementação, o que mudou?

Resumo

Este texto procura refletir a natureza da formulação da atual política pública de educação pré-escolar em Angola. Com base na análise documental feita aos principais documentos oficiais e legislativos, a inserção do Estado nos desafios regionais e internacionais incrementou a elaboração de um conjunto de textos políticos direcionadas ao direito da criança. Assim, problematiza-se se a política pública de educação pré-escolar, fragmentada na instrumentalização normativa e nos programas e planos nacionais de desenvolvimento, configura no mimetismo e cumprimento das Agendas internacional e regional, ou se são funcionais reveladoras de uma justiça social de educação que permite mitigar as desigualdades no acesso, principalmente às crianças em estado de vulnerabilidade, num quadro em que entre 10 crianças de famílias de baixo rendimento, apenas duas crianças têm acesso de frequência garantido.
